What has changed?
The Ministry of Health has revised the Public Health service specifications (previously called the Public Health Services Handbook) for the 2009/10 financial year. These service specifications provide a framework of the services the Ministry funds for the particular service category but some providers may specialise in only one or two service components.

What changes have been made?
Only minor changes have been made to these service specifications: changes include formatting, updating of legislation and strategic information, inclusion of a Maori Health clause, purchase unit codes and quality requirements. The format of the specifications has changed to a three tier system to match others on the Nationwide Service Framework Library.

What sort of feedback is wanted?
Your feedback is welcome and will inform future updates which will involve consultation with the sector. We particularly welcome your thoughts and comments on the following areas:
  • rationale,
  • service components,
  • the level the service specification is currently written as we move towards outcomes based planning,
  • fit between service components and programme logic where currently available and developed.

Who will approve the new service specifications?
The review programme is under the supervision of the joint Service Specification Programme Executive (SSPE) and Performance Framework Group (PFG) of DHBNZ for final service specification approval by Nationwide Service Framework Coordination Group (NCG).

What other work is planned on public health service specifications?
The overarching tier one service specification for Public Health is currently being finalised and will be available shortly.
A further review of the Service Specifications will be undertaken in the 2009 to align with the current environment and move further towards an outcomes based planning approach.
