What is a Crown Funding Agreement?


What is a Crown funding agreement?

The legislative definition of a Crown Funding Agreement is specified in section 10(1) of the New Zealand Public Health and Disability Act 2000.

Essentially, it means that the Crown enters into with any person, under which the Crown agrees to provide money in return for the person providing, or arranging for the provision of, services specified in the agreement.

Who are the parties to the agreement?

The parties to the Crown Funding Agreement ( the “CFA “ ) are the Ministry of Health and a given DHB.

Is it possible to vary a Crown funding agreement?

Yes. The CFA Variation process involves amendments to the Principal CFA Agreements to include provision for new service requirements upon DHBs in consideration for new increased funding amounts. This process is conducted upon a quarterly basis falling upon July, October, February and May.
