What is the DHB Planning Package?


Why does the Ministry of Health produce a DHB Planning Package?

The DHB Planning Package is produced in order to:
  • assist DHBs to produce accountability documents required by legislation (planning guidelines component)
  • set policy requirements in areas where nationwide consistency is required (policy requirements component)

The Ministry produces the DHB Planning Package annually in December for the following financial year.

What is in the planning guidelines component?

This component includes guidelines for:

District Strategic Plan (DSP)
The DSP is a 5-10 year strategic plan for setting and responding to local health priorities.
All DHBs must review their current DSP at least once every 3 years.

District Annual Plan (DAP)
The DAP sets out the DHB's plans for the financial year.
All DHBs must produce a DAP annually to provide accountability to the Minister of Health.

The Price Volume Schedule (PVS) template accompanies the DAP guidelines.
The PVS is an agreed plan between a DHB's Funds and Provider arms specifying forecast service volumes, and prices paid from devolved funding.

Statement of Intent (SOI)
The SOI sets out the DHB's plans for the financial year.
All DHBs must produce a SOI annually to provide accountability to Parliament.

What is in the policy requirements component?

This component includes policy requirements in relation to:

Operational policy framework (OPF)
The OPF is essentially the 'business rules' by which all DHBs must operate.

Service coverage schedule (SCS)
The SCS sets the minimum levels of service coverage a DHB must provide (or arrange to be provided) to their population.

Reporting requirements
Reporting requirements cover three areas:
  • health targets - performance in ten key areas of population health
  • indicators of DHB performance (IDPs) - performance in approximately 20 areas of wider DHB performance
  • additional reporting requirements - self-reported progress updates or evaluations in areas of wider DHB performance
