What is a Health Needs Assessment?

How does a Health Needs Assessment relate to a District Strategic Plan?

DHBs which decide they would like to produce either a new (replacement) DSP or a significantly amended DSP must follow the process set out in section 38(3) of the New Zealand Public Health and Disability Act 2000. This section requires DHBs to:
  • conduct a health needs assessment (HNA) of the local population
  • consult with the local community
  • obtain the Minister's consent to the new or significantly amended document

What is a District Strategic Plan?

DHBs must ensure that they comply with the legislative requirements (see section 38(1) of the New Zealand Public Health and Disability Act 2000) to:
  • determine a replacement district strategic plan before its current plan expires
  • review their DSP at least once every 3 years

After reviewing the DHB's current DSP, DHBs must decide whether they would like to produce:
  • a new (replacement) DSP
  • significant amendment(s) to their current DSP
  • non-significant amendment(s) to their current DSP
  • no amendment to their current DSP

Who carries out Health Needs Assessments?

It is the responsibility of DHBs to carry out respective HNAs. In previous years, some DHBs have contracted shared support agencies or universities to carry out HNAs.
