General Information


What is the Nationwide Service Framework?
The Nationwide Service Framework is a collection of definitions, processes and guidelines that provides a nationwide consistent approach to the funding, monitoring and analysis of services. A nationwide consistent approach is important to maintain the minimum expectations set by the Ministry, and to enable the comparison of DHBs' performance.

The Nationwide Service Framework enables participation in planning, delivery and assessment of services. It allows communication and coordination in an open environment. Certain components of the Nationwide Service Framework, which are mandatory, ensures the integrity of the process and information.

Two of the mandatory components within the Nationwide Service Framework are:
  • Service Coverage, which is the minimum service expectation set by Government e.g. DHBs are to fund medical and surgical services. These are specialist services and are usually provided in or from a hospital. DHBs through their Crown Funding Agreement with the Minister of Health will “agree” to provide all or some of the Service Coverage services.   • The nationwide Service Specifications are a mechanism for describing health service delivery, activity and results to aid learning, collaboration and cooperation. The nationwide Service Specifications ensure health services for New Zealanders are consistent, equitable, accessible and of appropriate quality to meet minimum requirements. Nationwide Service Framework information is published on this Nationwide Service Framework library website and is administered through the Ministry’s National Health Board, specifically by the Accountability Team of the Performance, Accountability, Monitoring and Funding Group.
